Your devotion points appear to be unspent - that doesn't help at all. Put 1 point in the red/chaos crossroads and then complete Rat and Scorpion. Assign Scorpion's devotion to Shadow Strike.
Use your unspent skill points on Blood Burst so you have a decent aoe. I would go to the Spirit Guide and remove the points on Veil of Shadow and Familiar to invest them in Blood of Dreeg since you say you're having problems with missing a lot and keep your eyes open for all the items that drop offering +OA. They're pretty common and having a few will make a difference. I almost forgot! Put 1 point in Blade Barrier immediately whatever else you do. Use it when the situation is dire and you can't escape/potion/etc.
You might also consider going back to the Burrwich Outskirts and kill Snake Clan grobles until a witch doctor (I think) or hero coughs up a Groble Toxic Effigy (a rare/green base item) - an improved version of your current offhand. http://www.grimtools.com/db/items/2208
You should also start looking to complete a Mark of Dreeg. They're a fairly common component... for a rare component. It offers another attack for your cooldown rotation with decent AoE and damage. For bosses it is best used right after you Shadow Strike them. Groups of mobs - get in the middle but make sure there is a little open space around you so you don't waste projectiles hitting the same monster three or four times - something good vs bosses but overkill vs random junk.
For now you might try adding a Mutagenic Ichor to your weapon or offhand to give you something more to do between DEE and SS.
When you level, focus on maxing out Dreeg's Evil Eye and Blood Burst after which you can start putting more points in Occultist, CoF (I like 4-6 total at low levels but don't waste points maxing it just for a larger AoE), Vulnerability, and Blood of Dreeg.
http://www.grimdawn.com/forums/showthread.php?t=49047 is the go-to standard for DEE builds. I agree they feel a bit slow, fragile, and kitey-ish at lower levels when you don't have as many abilities to use with it. DEE scales well with continued investment but the power of a DEE Witchunter is from using multiple different skills/devotions/item abilities to stack poison damage up while not having to stand around and tank.
Terrifying Gaze won't help much vs bosses. Aspect of the Guardian and Possession make you tankier from the Occultist side and you'll eventually want 12/12 Shadow Dance and 10/10 Veil from Nightblade. Plus Blade Barrier... oh poop, I forgot Blade Barrier! Editing the above...
