Asterkarn Valley Devotion Shrine
I found a devotion shrine in Asterkarn Valley and it says it's sealed by cthonic energies, and when I click it, it says this shrine is dormant. How do I unlock it?

A quest. Rover faction. It is Mog's shrine. Look it up. You can continue and get quest anytime.

First you need to reach Honored status with the Rovers.
