Ice Spike (from Chilled Steel and Deathchill Bolts) will proc the resist reduction from the viper devotion. Raging Tempest also has resist reduction, which will stack with it.
Very good synergy between Frozen Core and Wendigo Totem. Run into a room, throw down Wind Devil and Wendigo Totem in the center of it. Pull everything on to you with Ice Spike. Spam Skyshards when it is off cooldown to freeze everything around you and do massive damage. When the freeze wears off, Wendigo Totem keeps you healed to full.
Eventually you get Blizzard devotion proc, Skyfury amulet, and if you can find it, Trozan's Scepter. All of which will throw down additional waves of freezing ice. You can nearly perma-freeze huge groups of enemies, and whatever you can't keep frozen you just facetank with totems.
Very safe and effective build. Not hugely gear dependent, but of course gear will speed up killing rate. I suggest boosting both masteries up to 20 relatively quickly, but then you can sit on that for a while. The core of the build is complete at 20/20. Eventually work your way up to 40 Shaman for Maelstrom, and then finally max out Arcanist. Shattered Star and Starpact are low priority for leveling.
That's pretty severely reduced by the low weapon damage % on Ice Spike/Greater Ice Spike.
As far as resist reduction, there are only 2 enemies in the game which are slow to kill because of resists. That Ragrathar Rageblood yeti which has both cold and lightning resists, and Moosi because massive health pool. Other enemies with resists have such low health pools it doesn't really matter, they die quickly either way. I've contemplated trying out shenanigans with trying to dual wield http://gracefuldusk.appspot.com/items/8514-Warpfire on a weapon switch or something, to just completely avoid the resists for the few encounters. But I'm lazy and haven't tested it.
Since I'm typing it now, I may test it out today.

If you wanna go with cold damage as a druid you`ll need trozan, there`s another good cold/piercing ranged build but with spellbreaker
