If it has Weapon Damage, it's an attack is the general consensus.
It is attack speed, but % Weapon Damage is not why that is the case.
A simple rule to determine whether you use Attack Speed or Cast Speed is whether your weapon has to make contact with the enemy for the attack to go off (or a bullet is fired from your gun).
Example, Forcewave has % Weapon Damage, but the weapon does not strike the foe, a shockwave is generated. It uses Cast Speed.
good to know, I was thinking about creating a forcewave character sometime soon.

have a forcewave toon with focus on attackspeed and its slamming that stuff like a machine gun

I can tell you without a shadow of a doubt that Forcewave scales with Cast Speed.
Try it in a mod if you doubt me, give yourself 2 copies of the same weapon. One with 100% Cast Speed and another with 100% Attack Speed and see the difference.
Now I know why nobody uses it.
Need to peek outside the box once in a while.
Forcewave can stay out there with Panetti's Replicating Missile and Sigil of Consumption.
You don't like cast speed? That's your right but don't assume noones using it. That'd be where you're wrong.
I'm not gonna remake my character as a battlemage, farm for a commando armor set and build for caster stats on a physical weapon damage skill.
Seems counter productive at best.
And there you are making sweeping statements again with no basis in reality or fact besides whatevers happening in your own cranium.
Anyway, play what ya like. The game lets ya do that.
