EDIT: Just to clarify the fps stuff, I'll repeat here what I wrote in another post:
About the fps on the original (Saturn) version: since the Saturn uses one cpu for 3d and another for 2d, they programmed Nights in a way that just the 2d background scrolled at 60 fps, while the game itself played at 30 fps (every 3d model moves at 30, including the 3d scenery). So, you have a 30 fps game with a 60 fps 2d background. I know, the Saturn is an odd console. The PS2 version (the one that was used as the basis for this port) used the same 30 fps for both the background and the game itself.
So, the only difference in fps is the 2d background, and that is not really noticeable (since Nights is a very fast game anyway). The game itself plays exactly the same on both the Saturn and Steam (I play them both in the same room, for God's sake!), and moves at the exact same speed. But then, the pc port has a much higher resolution and the option to use the new, much more detailed graphics from the PS2 port. If you like Nights, this is the best version of the game, period.
There's only one thing missing here: in Christmas Nights, you had a secret "Sonic into Dreams" mode, and could play as Sonic (the boss was turned into Robotnik, or Eggman). This option is absent here, for some reason.
This HG101 (as always, very detailed) article mentions that the original games "never run above 30 fps". Look for the "Sega Superstars" section (they mention the Nights minigame, the first time you could play as Nights in 60 fps):

EDIT 2 - Just remembered: the 2 player versus mode (Nights vs Reala) is absent in this version; also absent is the Link Attack from Christmas Nights.
To sum it up: I am extremely grateful to Sega for giving NID a 30 fps lock instead of 60.
SA2B should be able to run at 60FPS on any computer, but again, it's a lazy port.
We're so shallow for wanting to see a game dev actually show respect for its costumers, who spend money on their games!
Who needs optimizations? Go upgrade your computer to run a game from 2001 without slowdowns (SA2B)!
And who needs the game's launcher to work on resolutions lower than 1920x1080?! Hell, Jet Set Radio's launcher WON'T SHOW ANY TEXT if you're running it at 1360x768, which is a fairly common resolution (specially on laptops), but it's our fault for not having 1080p screens! Let's all get rid of our old laptops and get new ones, or connect external monitors to them!
And may we rot in hell if we expect old games to run at 60FPS! And let me tell you, this game could really use some extra framerate.
But if you don't care for those issues, remember that some people are affected by them. I didn't even finish this game, because I lose track of where NiGHTS is in the map, because this game has some fairly high-speed gameplay and 30FPS are a tad too low. Certainly not all people have this issue, but this doesn't mean I should attack them.
There are some very ungrateful people in the world.
And yes, there are some ungrateful people in the world, but I don't think this is exactly one of those cases. You can see from my previous examples that the whole Heritage Collection is composed of very cheap ports.
I also understand there are some technical challenges -- probably, the original game was programmed with 30Hz timings in mind. But since all the other ports are broken in some way, I don't think they deserve any sympathy of mine.
I mean, if it was just this game that was locked to 30FPS but the others ran flawlessly, at least we could say "well, maybe it'd be really hard to make the game run at 60FPS, so we'll give them a free pass." But no! They couldn't be arsed to add frameskipping to SA2B, and JSR's is completely messed up! I don't know if it's easy to make the game run at 60Hz, but even if it is, we know they wouldn't care! Hell, Castle of Illusion ran at 720p and 30FPS until the last patch they released, which was only last week. Really shows how much they care for their costumers.
Dark Souls is locked at 30Hz, but I didn't mind. The game doesn't need it (nor does JSR), and I know they were releasing a cheap port to see if there was any userbase for the game (possibly because the publisher didn't give them that much money). Now with Dark Souls 2, they're (probably) releasing a good port with 60FPS. But SEGA? They've been doing this for years.
You're not better than the developers. Just because you say they don't deserve sympathy from you doesn't make you higher than they are.
So if my achievements in JSR are messed up, and if I can't configure it properly unless I have a 1080p screen, I don't have the right to be mad at the developer?
I get that having a game locked at 30FPS can seem like a minor issue, but to me it isn't. Of course, I guess that means I don't deserve to play it.
As I said, if they had shown they were actually trying, I wouldn't care, like with Dark Souls (which the developers actually apologized before releasing the game). But SEGA clearly doens't care for their fans, so tell me why they deserve my sympathy?
"Oh thank you SEGA for releasing JSR and NiGHTS on PC, even though I have a hard time checking the keys and starting the game because I have a low-resolution screen, and even if I can't play NiGHTS because of the low framerate which, even if you could fix it, I know you wouldn't."
