Middle Mouse Button (ie, Mouse Wheel *click*) Rebinding
I am a long time user of Logitech mice - and I have never had a mouse that properly registers pressing the scroll wheel as a middle button / middle click press. Never. Not under Windows, not in my browser, and not in games.

And I just found out why – the Scroll Wheel / Middle Mouse Button is not set to the Middle Button function by default in SetPoint. Which is why it doesn’t work the way the game wants it to.

So, if you have a Logitech mouse and are having this issue, here’s how to change it:
Open the Logitech SetPoint Program, and under Mouse Button Settings find the function set to #3. It should highlight the Scroll Wheel, which will have either Zoom or Universal Scroll set as the current function – or a custom function, if you have set one previously.
In SetPoint, once #3 is selected, click the radial button under Set Task (on the right) marked Other, then click the Set Function button. Within the list that will pop up is a Middle Button option. Select Middle Button, and press OK.
If you have additional buttons, you may wish to set one to the Middle Button function as well, as pressing the Mouse Wheel on my mouse is finicky at best. I have chosen Button #6, the Document Flip button, as I find the Document Flip feature to be useless (at best). The process is the same as that listed above for the Mouse Wheel – simply find the button in the program that corresponds with the button that has a function you wish to remap.
Now, when you press the Mouse Wheel (or another button you have assigned as the Middle Button) the game will allow you to pan the camera around.

But Mister, how come my mouse button didn’t work that way when I started the game?
Logitech’s SetPoint Program has an entire menu devoted to Mouse Game Settings which includes several options that override the Operating Systems settings for the mouse, as well as override the video game settings for the mouse. The upside to this function is you can keep your mouse pointer’s acceleration profile the way you like it without needing to adjust the game’s internal mouse configuration. The downside to this function is it also keeps the non-standard settings for the Mouse Wheel button, leading to issues such as this.

But I use the Zoom / Universal Scroll / Insert Special Button Assignment Here all the time!
Well, you could try turning off SetPoint. Doing so should re-implement your OS settings for the mouse, allowing the game to see the Mouse Wheel as a Middle Button when pressed. You’ll need to set your mouse acceleration in the game’s mouse menu to a speed you like, but one you’re done gaming, you can launch the SetPoint program and get your mouse button assignments back.
Alternatively, you could experiment with the Mouse Game Settings options, and see if disabling some of them make the Middle Button work like a Middle Button.
I have not tried either of these, as I used the above mentioned method and called it even. It does what I want it too.

But I already knew about this!

My Mouse’s Software is different!
Post the name of your Mouse, the name of its Control Software, and the instructions on how to chance the Scroll Wheel’s function back to a Middle Button here as a reply, in a similar format. Perhaps we can get a trouble shooting manual of sorts up and running.

Couldn’t this entire issue have been avoided if the developer had allowed the player to remap the controls?
