R.U.S.E does not switch to english

I have played R.U.S.E on Windows 7 and from Steam, and I always had the english version as intended. Yesterday I have upgraded to Windows 10, and re installed R.U.S.E. It was german, which I did not want. So I changed the language to
english in the settings. Still started german. Deinstalled and reinstalled, setting "english". Still starts in german. Whats wrong with that? Where can I force the english version even though I have Steam and Windows in german?

Update for those interested: After asking steam support, they told me to ask at the Ubisoft page, and there, in a FAQ, I found that the language can be changed in the options of the game, and this works.
