Not even when the MC says that they do not have to make love together to him at once but simply be his wives and gain royal titles?
*Spoilers*
Royal marriages when one becomes a Queen and another consort of lesser (but still very high standing) or when both are Queens of equal status makes sense from a political standpoint. The baddies want to off the royal family and its only the MC and the Sister left. If one wife dies in this war or during pregnancy and something happens to the Sister Queen and the prince then the royal line is over. But if the Male MC had two wives/consorts and both got pregnant then the chance that both will die during pregnancy or during the conflict is lesser.
It might not be romantic but the royal line is certainly in danger and the Sister Queen does not seem all that interested in marriage so it all falls to the younger sibling.
Why not make it that both female Love interests agree only with an affection level of 90 or more along with many tricky choices to make it a real challenge and something akin to secret ending?
