Make sure to D/L 32-bit and 64-bit versions.
Simply running those installers again may also solve the problem.
did u download the files from the link i said in the main post? U download, extract and replace the originals with the files there. They're the 64bit version. it worked for me when i did it.

So I do not understand why this won't work.
right click/properties/security "TrustedInstaller" owner
add full control to your user
than you can replace it with other dll.

Does this work for Win7 too tho?
Only one way to find out.
The files are from the bitdefender website, they make anti-virus software.
That said I wouldn't suggest a layperson to download a mystery dll and drop in the windows folder... Even just deleting one single file in there can **** your whole computer.
Old post, but running the 2012 installer's on repair fixed the issue for me.
I recently upgraded to 64bit from 32bit so might have been the reason.
No need to delete the files-- the installer does everything automatically.
installing C++ DXdirect and other common ideas it dosent work
