There is talk of if a game is pirated with a hacked steam.api being put within the valid steam folder then vac will pick this up and ban for it. so that's another potential option, although not confirmed.
I'd ask whether he's banned in just chivalry or all games? I've had a quick look for the profile is private so can't tell whether it's a global steam ban (for all games) or just for chivlary. If it's just for chivalry then VAC has picked up something within steam that it doesn't like. It doesn't work heuristically, instead relying on finding pre-identified bits of code that's been identified as relating to cheats, like cheatengine.
He may have been running something like cheat engine and forgot to turn it off, vac will pick that up. Btw VAC staggers the bans, so it may have detected something several days ago then deferred the ban for a while, so best to think back of anything that might have triggered it in the past week
Since the ban is a current valid VAC ban, there's little recourse other than the contact Valve as it's not something the mods or devs of chivalry would be able to lift.
