Verifying the game cache is essentially a reinstall without having to reinstall btw.

I think he may have figured it out by now. Been a year.
Full controller support has been out since late 2014.
It works by detecting input from a controller/gamepad, to where all controls are instantly switch to controller binds. As soon as you hit a key or move your mouse, all controls instantly switch back to keyboard and mouse binds. It's all done automatically.
You are claiming, "I have never used a controller ever on my pc and i dont know why it is set this." ... in order for the game to switch to "controller/gamepad mode" you have some sort of software, somwhere on your PC that loads and runs when you start it, that is "emulating" gamepad controller buttons.
Did you load 3rd party keyboard software when you plugged in your new keyboard ?
Did you load 3rd party Headphones software when you added wireless or wired headphones ?

Go to: Start, Administrative Tools, System configuration, Startup(tab) ... What programs do you see there with checkmarks in the box that might be related to controller/gamepad or emulation software.
Go to: Right click on your toolbar and select, Start Task Manager ,select Applications. What programs are running there (should only be Steam as you read this).
Now select Processes and select the check mark at the lower left (if not already selected) Show processes from all users ... are there any .exe files names here that could be associated with any sort of add-on software you may have installed that might alter the way mouse and keyboard work, as in gamepad button emulation software (which is weird, unless some game you played at one time, only recognizes gamepad inputs)

"How to disable joysticks/gamepads?
If you have issues that the game is detecting a gamepad while you don't want to use it you can disabling it by doing the following:
Go to C:\Users\USERNAME\Documents\My Games\Chivalry Medieval Warfare\UDKGame\Config\UDKEngine.ini
Find "AllowJoystickInput=1" under "[WinDrv.WindowsClient]" and set it to 0.
You can also do this with Deadliest Warrior.
