There's a free program called WinMTR which will show you every step your packets are taking to the final IP address of the server and it might help you find out where things are going wrong.
Would be interesting to know if it's online servers or something in the game engine that's causing it.
I only play 40 man servers and solid 60 fps. Certain maps tho and servers do appear to also be lagging which was making this issue even more annoying. Ill keep my eye on this after repairs on my line are done. I would imagine the 64 players servers are a bit worse in those situations where it is server side though,
