prosperity not going up

Sometime on different type of building the prosperity meter "don't" go up at all... i had castle/city/town even bridge and temple stuck at lvl 1 or lvl 2 for 80 turn....
"The FIX" for me was when playing crusade and sending the purgatory on those then leave, use the silence artifact and rebuild.. sometime it did "work" sometime it didn't.

I've noticed the bug multiple times. Playing as thousand kingdoms. An enemy builds certain buildings in a location. If I (re)capture it, prosperity no longer increases. Not even if I build a high tower (which speeds up prosperity gain). I think the bug is caused by the "foreign" building. Some buildings trigger the bug. But not all.
