How to rebuld somewhere with silenced afffect, its been maye 10 turns and the silenced temporary affect is still here and i cant rebuild

You need to find a temple location that has the ability to build Anti-Silence Caravans, build one, then take that caravan to the target location to dispel the silence.

But let's say all those locations have been deleted by the crusade, your remaining option is to use a Hero that has the ability to build a building that produces a Anti-Silence Caravan... though the only hero class I know that has that ability is the priest for the Thousand Kingdoms.

Old Race can build Life Node with Dispel Silence, and even Crusade have building Black Temple with Dispel Silence. Just remember Dispel Silence remove silence effect when it is in location. When you remove it form location silence will slowly destroy place.
