I've absolutely seen AI enemies with massive armies (18 in size)
To OP: Between campaign and AI skirmishes, easily 20+ hours. If you're playing multiplayer, a lot more.
We're always improving the balancing, and there's definitely some stuff we need to fix for the AI (currently, the AI does not prioritize getting back into their own locations and recruiting units - for example. We're working on it!)
