In game there's is - now - a default 4 mins timer per turn. That's very short when it's your turn in mid/late and that's very long at the beginning :)
There are fates (unlocked modifications) which can help mitigate the boredom of the early game, such as removing the fog of war. But it takes away most of the strategical aspect of the game. Scouting units and perks become almost useless, no hide/ambush, and most importantly, mitigates too much the rock/paper/scissor of army composition.
It also gives a completely broken advantage to the Crusade faction, which is already on the edge of OP in the hand of a decent player with normal settings.
Note that, while it's not your turn, you can inspect your units, towns, heroes, etc... so it's not completely passive, but close. A good work around the dead time of your off-turn would be to have the possibility to purchase units during your turn, which would then spawn when your turn begin if you still own the territory. I don't think it can be done for building as prosperity increases during the "world/neutral" turn.
