I just use cassia as a grand strategist to skip initiative
Initiative depends on Agility as mentioned, but it is not as simple as "the character with highest agility moves first".
From experience i can say that the order my characters move in is more or less random. Argenta is my highest agility character, and whether she will move before Pasqal or after him is mostly a toss-up. However this could be caused by me only playing with 4 characters, so they are often tossed into the same "initiative group" (check the encyclopedia.)
Mind you her going first is excellent. You can organise the battlefield with her alone. I never leave Cassia behind, she is my key soldier on the ground.

That would make your party very weak. If you already have one just look at the initiative order then use bring it down to kill next in line for the initiative so your party can steam roll
I might have time in the future to run a test with toybox and pump up everyone's agl by +100 to see what my init scores look like.
I will try and see if that works.
