The base characteristic value has to be 100. So before any modifiers are applied to it.

It works. It is for characteristics not skills. Non battle buffs apply for characteristics being over 100 to get the effect.

It's bugged. It only raises characteristics that would be under 100 with the bonus. So if you've got one at 90, it won't get the bonus.
