Kiballah was the lowest DPS member of my Party (even Grand Strategist Cassia could deal more hurt if i would have had the spare AP), in Act 4+ so no... i don't think its OP. Its problem is mobility and towards the end the low armor penetration on swords.
Kiballah is great as single target DPS, but compared to my Operative Assassin Sniper she just looses in the fact that my Sniper doesn't need to walk to the enemy, but can sit cozily behind cover and deal the same 700+ damage as she does.
Compared to Bounty Hunter Pasqual with his ramping up Plasma Damage... who also doesn't need to walk anywhere if he doesn't want to. (And who has Talents to up his MP on melee attacks with those deliciously good Omnissiah Power Axes)
In short... sure, of all the melee options she is the strongest i have seen so far. But i did turn Marazhai to the Inquisition, so i never got to compare Warrior/Assassin with her.
I made her an executioner and that wasn't my experience. Maybe i was doing it wrong. She still had to get DOT stacks onto the enemy, which meant she had to physically get to them.
Since i didn't have anyone else doing Dots and my Sniper Assassins Hemorrhage effect didn't seem to be "bleed", i couldn't say that she had many ways of getting the DOTs onto enemies she wasn't reaching with her blade.
But it is entirely possible i overlooked an Ability of the Executioner that would do that.
Don't get me wrong, she murdered what she got close to and she was great for that, but i definitely was missing a Dash or something like that, because at some point the jump attack thing ran out of charges and Cassia needed to position her with "Move! Move! Move!"
