deck 4, pipe puzzle / container in the pipes

i did the event that takes me to deck 4 and find a container in one of the pipes but i cant get to it and the hint is just telling me to examine the pipes. there are several valves around the map but i cant interact with them.

is this bugged or no way to actually open it

I can't interact with pipes before and after succesfull awarness check. Aaaand... How I can get my grenades?

did you speak to the plebs causing trouble? need to clear the event before you can do the puzzle.

if you spoke to them you need to go past them to activate the pipes.

It was bugged for me so I couldn't start it. Usually after you deal with the incident you get an intractable past where the crowd gathered to start the puzzle

You need a to complete a tech check before you can even start the puzzle, maybe even an awareness check before that tech check.
The crowd has nothing to do with it, they're just standing near that check.

It's an awareness check, and a pretty tough one (considering how early it happens), behind where the crowd gathered. If you pass it, the pressure valve wheels become interactable. Then you need to click the wheels in certain order (generally moving from the strike area back to the entrance). Last one removes the bars blocking a crate, in a pipe near the entrance. Then you have to pass a tech check to unlock it.

I thought it started when I passed some kind of check by the pipe that eventually gives you the treasure, or at least that is the first one I interacted with, before even talking to the mutineers. Though it just said there was something behind the bars, I could not actually interact with the pipe yet.

Other than the Krak Grenade I got three force grenades, three melta charges, and three multikeys.
