It's in the kitchen in a bin under the sink. Though I have no idea where you are supossed to take it too. If you find out please let me know.

Outside unlocks in chapter 4, the only thing I really found was 2 dumpsters out there, but I couldn't interact with them, so I'm guessing it must be somewhere else that you dispose of the trash.

Figured it out. You take the rubbish bag out from under the sink in the kitchen, then you do take it out side to the dumpsters. Move your cursor over the dumper lids, open it then use your telekinesis to move the bag into the dumpster, then your done.

I was so mad about this that I just threw the garbage outside the dumpsters' gate.... :( wish I have read here first, now reloading the chapter...

If you go out into the back garden there's some dumpsters right by the back gate behind the shed.

Was able to access that area the same time as I got the chore.

It worked for me when I looked at the top of the dumpster and clicked on it, but I had to use telekinesis to put the bag in the dumpster. Since this is the first result when you google the chore, I will also add where you actually go to find the dumpsters. It took me a while just walking around the house. You will find that all doors that lead outside are closed and are red when you look at them.

The actual entrance to the "outside" is where you kill the repairman with the piano. There's a door that leads to the garden, which isn't actually what I think of when you say "outside". It's still part of the premises. Then just go to the other side of the garden and there will be some dumpsters hidden away behind a shack.
