What's up with huge influx of people with dlc unlockers

Pardon if discussing such topic is against the rules. But it's astonishing how many people just waltz in with mods that blatantly just give them all dlc for free and they don't even get flagged for it.

Should such players be reported to Valve? I don't wanna get in trouble by mass reporting people, it might seem suspicious that one person spams tons of reports.

But it's just ridiculous how many players I encounter every time I play. Devs were even nice enough to allow you to play heists you don't own if you find hosts who do own them.

They will only get flagged as a cheater if they host a mission they do not own. Or otherwise use a DLC item they do not own.

I think the usage of DLC Unlocker comes from spite more than anything. If you understand what has happened to Overkill and Starbreeze behind the scenes, I think you would be very pissed at them too, and would refuse to spend a dime on them. As well, some DLCs have been entirely removed from the game. Popular characters like John Wick and Jimmy aren't accessible for new players unless they use DLC Unlocker.

Also DLC Unlocker lets you use Completely Overkill Pack items, who wouldn't want to use it?

Ye, I do get it might be out of spite. I even decided not to buy PD3 when I saw how they handled the whole thing, but it's still illegally using content from steam.

It's certainly a problem, you are welcome to report their steam profile to valve directly from the drop down menu on their profile. if you want but I personally don't think it will do anything. If you don't want to play with such people, I'd block them on steam/ban them from your lobbies if you happen to be the host and move on.
