Well idk my PC can totally handle Payday 2 i run it maxed out , native resolution and dont get a single fps drop... exepct for the menus when i view a weapon there is like 25% chance i will get like a 30fps (or micro stutter idk cause fraps still shows like 60 fps when it happens)
BUT it gets to normal when i either exit the menu or apply/remove a weapon mod lol idk whats up with that..
And it never happens in lobby/loadout screen or during heists .. only in menus just menus
But thats the weird part the menus run in 60 fps most of the time (at least it feels like it) it only has a chance .. its not guaranteed but when i browse the weapon/skill menus sometimes it starts to feel like 30 fps.. but when i reapply a weapon mod or re-enter the menu it gets back to being smooth again.
**EDIT**
Disabled display scaling on high DPI settings, set to 16-bit color through Com[patibility menu. Drops happen less often and last shorter. Also, checked Read-Only, and FPS drops now only go to a minimum of 18, and recover faster.
On another note,
I reset the Nvidia control panel settings for the game, then made sure Vsync was still off. This included making sure Antialiasing was up to the game. It runs sooo much better. I can actually go up to 5 minutes w/o this happening, and when it does happen it's even less problematic.

Dont have fps drops in any of those heists, not a single stutter either i only get slight hitching in crimenet when lobbies are poping up or when goin down in safehouse basement it hitches for 0.5 sec then stops.
and on Hotline Miami day 2 i got slight mouse lag when i look from balcony at the direction of small room but thats it fps just drops from 60 to 50 on that balcony
and im not even OCing , factory settings all the way.
Everything maxed in payday 2 + Vsync on
On the other hand my Skyrim runs like ♥♥♥♥ i had to use fake fullscreen to get rid of micro- stuttering and tone down Distance detail to medium to reduce hitching , yet i still get fps drops to 40 inside cities .. so yea PD2 dosent have that bad optimalization like some other games.
secret? better PC i guess? :3 - tho idk you havent said what specs you have.
only thing i've done beside maxing everything out on PD2 was locking my framerate to same of my monitors refresh rate (60 fps lock) nothing else.
And i've got Vsync off because it makes the mouse movement horrible as hell.. and the mouse movement is also tied to framerate (one of the worst engine issues ever), making it almost impossible to aim.. plus tearing is more noticeable the lower the framerate is.. :/ If i had one of these cheap and poorly performing intel GPU's.. it would be understandable.. but 780Ti's.. overclocked.. these are beasty cards that can eat any game i throw at them (again, except the unoptimized crappy Ubisoft games) with maxed out + a bit antialiasing with 60 Fps and higher.. but this game is not one of these.. it just makes no sense since it looks really ugly.. especially the textures.
And you cant run Payday 2 maxed out without issues with those specs? Wow..
This is why i stick to ATI/AMD hardware...

but it deffinitley has a lot less software-related issues than Intel/Nvidia thats for sure.
Which is maybe why i can run Payday 2 maxed without so much of hic up? Idk
it could be your OC'd hardware bottlenecking on PD2 idk
