And SB aced only affects how much concealment you need to get that dodge bonus, under 5 concealment for basic, under 25 for aced. Both can only get up to 10% extra bonus.
Furthermore, a lot of enemies on higher difficulties are gonna remove all of your armor in one shot if you're wearing anything under the ICTV. Since no enemy aside from the Sniper can deal both armor and health damage with one bullet, that helps to pull Rogue ahead even further.

I think crook might be far more useful for ovk.
On dw, the armor you have is minimal, go with rogue unless you are a tech without the ictv, then go crook(105 armor hbv is actually highly survivable, you have more than half the armor of an ictv with armorer deck and 50% more speed and a chance to dodge bullets,at the cost of 30 armor vs the ctv).
I was hoping I could keep dodge while also not being one shot by Snipers with a Crook Armour build but it just doesn't seem to work that way.
