Few people use controllers for PC FPS games, I'm afraid :) Even less running some odd non-standard one. My cheap Xbox one I bought for literally one game got recognized by PAYDAY 2 automatically, so... I've got nothing.
What kind of controller is it, anyway? All I can see on SteelSeries' website are wireless tiny tablet ones.
Okay, I just plucked an FAQ to SteelSeries Free at random, and it mentions Direct Input. Perhaps PAYDAY 2 only supports the Xbox input methods? You should see if the SteelSeries Engine has any sort of options in that direction.
Using a non-standard peripheral on a computer and expecting programs to all be able to use it is kind of foolish. It is like expecting to play a fps on the PS2 with keyboard and mouse(yes some supported it, but very few)
If this is it:
Double checking it because you seem to not understand what we are asking, your controller is a DirectInput type with no XInput setting. Your controller is using an outdated as hell input method generally, use this:

It will convert your DirectInput controls to XInput.
Also, it being a usb controller doesn't mean squat, my logitech f310 is a usb controller with a switch for XInput and DirectInput.
In general, it is not a good idea to use one of the lowest end controllers on the market. Buying a PS4 controller and hooking it up to your computer is a much better idea.
or a ps3 controller :D. thats what i have and i use a program to emulate it as a xbox 360 controller
Assuming you bought it from a respectable retailer. You should be able to get a refund.
And to the guys bashing the poor guy for using a controller leave the guy alone, it's his choice.
