If you gameshare that game and the other account doesn't have it, I think they inherit your DLC. You obviously can't play the game at the same time on both accounts though.

Besides that you'd probably have to get Steam to help if they can even do that for you.

setting up steam family sharing will allow a second account to have access to all of the DLC the main account has as long as they stay linked on a computer authorized by the main account

You can't transfer DLC no, but you can play games along with the DLC that belong on another account that is linked to the same computer.

i bought gage historical pack on this account but my other account has gage mod pack and gage weapon pack 1 and 2 if theres anyway to play the game with dlcs?

Then no, sorry, Steam will not merge accounts. All purchases are locked onto that account.
