Fun Fact: PD2 Hoxton and PD1 Hoxton are different actors too. PD1 Hoxton(Richard Bloom) was a former Overkill member, and with him leaving they could no longer use his likeness, Josh Lenn is now the likeness of Hoxton.

But they added that burn mark to the upper right corner of his face.

Actually, Simon Kerr only lends his voice, not his face in the first game. Karl Andersson would be the face model for Dallas in that case. (the change happened because Dallas was originally supposed to be a different character entirely - portrayed by Etebari and voiced by a complete different guy. They were able to get Kerr back and hence just retconned Dallas face)
