Acing the related skills makes the converted unit into a BEAST. A high level Mastermind was showing that off to me in a hard game the other day, and a plain old blue SWAT was not only able to solo waves of other cops, but pretty much lived for the rest of the map.
If anything, it's just kind of a shame that Dominator is Tier 3 skill. It just feels...wrong having to invest that many points to have the ability to shout down and cuff cops after playing Payday 1.
Once doing a dr misserable we had nearly half a dozen all dominated infront of our firing line. I have my shout bound to e so I can shout while shooting so it is not disruptive at all, often I accidentally kill some with thier hands up.
When they fall down they will generally get up and surrender when you spam shout. Dont aim for one it focuses you too much, give em a shout if they dont listen waste them.
But it was only during the times between Assaults, which I'm ok to spend a point or four to be able to cuff someone whenever I please.
If anything, I think they should do something similar what they did with Smooth Talker and give Dominator Basic to everyone. Changing the skill to be able to dominate someone during an assault and keep Dom Aced the way it is. Most are going to take the skill regardless because having a potential hostage where civs are nowhere to be found is always good.
1) I don't really have any issues with dominating, even with Dominator Owned. Just play enough to know how much to injure them before you try to shout them
2) Always happen since the first day of the game lol

4) Uh you can convert in any map that has a cop in it, and every map except Safehouse and Safehouse Nightmare has cops.
5) Partner in Crime will help a lot, as will aced Joker. For Deathwish, you can either get a tank with the FBI MRF guys aka tan armor or the HRT guys (hooded SMG fella or the plain clothes kneega with a rifle) who use nuclear rounds to kill all his colleagues in one or two bursts. For Overkill, get nothing but the FBI Shotgunner, he's my personal favorite type of enemy to use as a slave.
As for "4 points saved", I begin to see why you are having so many problems. Getting your extra partner is a dedicated job, not something you add for the novelty. You spend less, you get what you paid for.

Just wish more people would learn how domming works. And that they all stop killing things people are shouting/have shouted down. I usually end up taking extra damage because someone (usually a newbie or a newbie who hacked up) isn't helping dom a lone cop (instead, killing everything) in order to release a teammate from custody (even between waves). Which usually tends to end up with me staying away from the team in order to get that dom.
I will convert the MFR guy due to his body armor can resist body shots. Other green FBI guys are quite vulnerable.
Police officers arent that hard to dominate if you have the proper Mastermind skills. Hit one for decent damage, and keep shouting at them (helps to keep pressing the shout button instead of doing it just 3 times). Ofcourse its best to pick out the loners and stragglers walking off at the end of an assault.
One thing i would like (and have suggested once on these forums), is the ability to make a dominated cop sit down like a hostage by interacting with them. That way you can make sure you can have a hostage at a reasonable safe location.
Some heists do not have civilians. The dominated cop can get himself killed easily. The original spot where you dominate the cop usually is not the easiest and safest (to get killed by anyones fire, or rescued by other cops).
Other than that, the dominated cop has its use by being another target to shoot at instead of you. And i find it simply fun :)
