Can it spawn on any difficulty? Is it more likely to spawn on a higher difficulty?

I'm fairly sure there's a 1% chance for any present to contain Almir's Toast, regardless of difficulty. It definitely spawns even on Normal.

You're actually better off trying to get it on lower difficulty. When you spawn there is a lot of presents and the higher difficulty, the higher amount of guaranteed coke.

However, if you play on higher difficulty you might as well finish the heist and get some xp, I guess. Though with new system it's irrelevant, now that I think of it. So go with normal, if you don't find it in of the presents you start with - restart and try again. 1% ain't hell of a lot, but there is like 25 presents, so statistically you should get it within 4 tries.

But, of course, it's up to RNG.
