Yea, this.
It might be exponential; you'd have to secure every single bag in the map to get that much EXP.
If you take courier packs it gives a bonus.
So maybe you have low lvl? For example it doesn't give the same xp if you are lvl 5 or 10 vs lvl 80..
I don't know how it really works this and on what lvl it gives you more and so on but the game does this look at some payday 2 wiki, on the forums or the guides. I'm sure someone put this in some place.
However, I'd wager they hard code that shadow raid can only have a max of like ~21 bags total, so they should have calculated it based on that.
If its wrong wait until someone of overkill notice this and I'm sure they will fix it soon..
Now less unskilled ECM rusher will get free exp.
