Your friend is probably using Iron Man wrong if he thinks he no longer needs cover.
Dodge is built for mobility. It's not going to help much when you have to defend an objective in a bottleneck.
Both are equal.
On Day 2 of Breakout, armor seems to be better, because you have a control point to defend.
Day 1, Dodge is better.
I'll say it again.

Actually... day 2 is very good for having dodge... you go around dodging every bullet while dealing damage, thanks to the map layout you can easily retreat and do it all again.
Had 180 kills on the end of it using dodge.
Kills aren't effected by the armor you're wearing, thats just YOUR skill.
Dodge is better on day 1 because you're doing a escort.
Again, You may be better with Dodge.
Player Preference.
But in general the ictv build is easier to play and have a higher margin of error. In most situations where you stay on 1 spot ICTV is still the better option.
Except Transporter.
No reason not to have that God of a skill.

An armor player that previusly learned how to play with dodge will most likely not help his team very much because he doesnt have mobility anymore and cant run in open areas without taking many damage.
Meanwhile a dodge player that previusly learned how to play with armor will just get REKT because he will most likely make excessive use of cover and not use the benefits of dodge.
In my opinion both of them have the same potential, just that they do it differently.
I.E. Player preference.
