Threat has to deal with actual enemies. If you shoot near them they will dive out of the way if their threat level is high enough. Weapons with higher threat have an easier time initiating this. Of course, since they are diving out of the way getting headshots on them is going to be slightly harder, but at least they aren't shooting back.
For secondaries, they nerfed concealment on SMGs, so your best bet would be going with a pistol, the Bernetti 9 can be fully modded and equipped with a flash hider to have decent stats and 30 concealment.
Edit: unless by loud you mean "going loud" as in, best stats w/ best conceal. Or maybe threat, to get civs to get down more reliably.
The JP36, Bernetti or Gruber are probably pretty good options.
