1366x768 has a ratio of almost 16:9, 800x600 has a ratio of 4:3, that's why you get those black bars to fill your screen. The thing is that 1366x768 is a so called WXGA resolution so the value the game uses for aspect ratio is a bit different than other, true 16:9 resolutions.
If you don't want black bars you either have to stretch the image, through Nvidia Control Panel or AMD Catalyst Control Center/Vision Center, or pick another lower resolution that also has a 16:9 ratio(use 16:9 to keep things simple).
You can go to this folder: C:\Users\USERNAME\AppData\Local\PAYDAY 2
(Make sure your system shows hidden files and folders.)
And here open this file: renderer_settings.xml with a text-editor.
Look up "resolution" and "aspect-ratio" and try one of the following values.
For resolution:
resolution="640 360"
or
resolution="864 486"
or
resolution="960 540"
With one of these resolutions use this for aspect-ratio:
aspect_ratio="1.77778"
While we are here also replace this line:
refresh_rate="60"
with
refresh_rate="30"
or
refresh_rate="29"
Now save the document and quit.
Right click renderer_settings.xml, click Properties and check the box next to Read-only. This way the changes you have made will override your in-game settings.
REMEMBER: I am not sure if these settings are supported by Payday 2 and you might crash, if this happens, simply revert the changes you have made or delete renderer_settings.xml. The game will create a new version when you restart it.
If you try to make changes in the options menu, you WILL crash if renderer_settings.xml is set to read-only.

i already set the frame cap to 30 in-game, does it make a difference to also do it in those files?
