Is break the rules still a selectable track for heists?

I just bought the legacy edition and i do have the scarface heist dlc, yet i dont seem to see break the rules in the custom heist music selection?
Am i just blind or did i get smited back in 2020 due to the scarface licensing thing?

1- the crossover with scarface will always be the most unnecessary crossover in the entire game along with hotline miami (jacket and tony the most boring and unnecessary characters for payday)

2- To this day Starbreeze will not bring back the Scarface character pack and this is because they do not want to pay a fortune for the license

3- Last year or early 2024 Starbreeze announced that licensed content would be removed and also licensed soundtracks that included break the rules as a soundtrack that would be disabled for anyone who purchases the game after its removal and only players who have the game from before its removal will be able to continue using all the removed license content

I will leave the list of licensed content that will be removed for access in the future for new players who purchase the game

-John wick character pack
-Bodhi character pack
-Point break pack
-Scarface heist
-john wick heists
-john wick weapon pack
-Reservoirs Dogs Heist
-A handful of map soundtracks including Break the Rules, Mr Purple, and Trouble Always Inbound have reportedly already been disabled since late March 2024.

I estimate that by 2025 or 2026 both Jimmy Character Pack and Jacket Character Pack and Hotline Miami Heist and Boiling Point will also leave the game.

Jacket's one thing, I highly doubt the game would even remotely change one bit if Jacket was never included.

But Tony? Man, h3h3's right there with basically a glowing LED dartboard, Rust as well if you even care about him.

Jacket's tone that he is a sociopath who was manipulated by a group of people who hated Russians to go rob banks for no reason does not make any sense at all, Jacket at that point after prison had no reason to go back to being a criminal and murderer and much less that he was no longer being manipulated by 50 blessings that in this universe were exterminated by biker

and Tony is directly just the son of the real Tony Montana, wanting to be just as macho as his father but without achieving it, he only copies his way of speaking and the manliness that his father had.

H3H3 does not exist and rust is the damn hellboy I love that

Also, Jacket's voice frustrated me to the point of installing a mod that mutes it and now I am creating a mod to kick players who use Jacket and Scarface, the tone of these 2 characters are not compatible with PD2
