Wrong! The ace pilots functions varies on maps but mainly it just speeds up how fast the pillot will arrive; it has nothing to do with the chance at which he succeeds or misses for loot pick up.
Expert driver as you explained previously nullifies the chance to get escape stages it is a must have for loud mission; but useless in stealth.
I buy it regardless cuz money to burn and because i just buy all assets when presplanning is not available as hoxhud has a 1 button buys all assets function.
Ace pilot: Faster arrival time, and in rats puts itself in a better position. I've also heard that without Ace pilot, it can be destroyed, but those are rumors far as i know.
For Go Bank, I don't know if it reduces the chance to succeed, probably just comes faster.
For Rats Day 3, if you have loot, Bile will come either way. Ace Pilot just makes him come closer to the bus and arrive faster.

Well, you definitely don't want an escape when that heist botches but you've secured everything.
Then again, you don't want to restart a map when you have secured all loot just to not get an escape.

In other words, when you are about to finish and the alarm goes off.
It shouldn't spawn an escape unless there is a bug. I believe the Long guide also states that no escape should spawn if Escape Driver is purchased...
It is supposed to completely remove the chance. From the changelog where they added it:
"Added Inside Man Assets on almost all levels so that you can buy a EXPERT DRIVER that 100% takes away the Escape."
