In any case, are you sure that:
You haven't modded/mutated the game? (now or before)
Civs are not alerted by another thing BUT the vault door? (broken windows, body bags, kill noises, corpses... )

A general tip of what I do besides buying Thermal paste, is buying body bags and putting it in the Shed behind sewers. You can grab bags through the wall inside warehouse in-case of a sudden unexpected visitor.
Also buying Tug-boat basically makes the backyard near the water your personal base of operations, depending on where the smoking guard spawn is. If he's next to side door, don't paste side sewers, he'll see you. If he's in the back next to Shed, do paste side sewers and crouch walk past him to zipline.
First starting out I always get ontop of the warehouse roof via house ladder, then moving onto the second floor and trying to spot out the smoking guard, and determine where I will throw loot bags(DO NOT KILL HIM. It is a waste of a pager). Getting cam guard is obviously important, so I always off him first after bagging up some of floor two's loot, including a crowbar spawn. Also be careful opening floor two doors on the balcony since guard pathfinding will update their patrols to walk about on them, so bags are not safe to simply leave there.
Next you want to (If you have Sixth Sense) stand still a bit and see if anyone is coming up or down towards you. Plan out your route from there and avoid patrolling guards unless you find them alone, and only take out patrolling ones if you're going for vault armor UNLESS, a stationary guard is impossible to avoid. (I had one spawn next to stairs on floor one, be very cautious)
From there it's just opening crates and bagging what you can get until Heli spawns, which is always five minutes after you enter the Depot in some shape or form(Hint, music change). I always bag floor two loot first and then stand on the Helipad (Giant H), hoping the game bugs and forcing a container spawn to avoid more patrollers if one wishes to go for armor.
If container spawn was successful(You'll see it when Heli flies in), continue back to normal route and looting everything until vault is last, of which you better have had good RNG luck if a patrol guard was carrying it since you can pop one near the vault carefully and have his card there waiting for you.
If unsuccessful, forget vault for the run unless the game is a friends-only lobby, waiting to make it pub. Way too risky with two-three more guards lurking the area for solo.
And now it's just moving/securing bags without anyone interrupting depending on spawns and civvies randomly walking inside Warehouse to floor two. A simple cable will do, then moving them inside with the bagged guard corpse(or shotgun physic'd pushed corpse)
Get all the other loot, wait for the guards stop moving, kill some near the vault open the vault, use ECM if needed to gain time, thats how i do it :)
Also, try to kill the camera guard bcs he always got a Keycard.
Hell, if I can do it, it's certainly not impossible. I can't even stealth Bank.
but what's your biggest problem about it? i mean it's normal about the vault and the guards so...
i would say the map plays around luck... and random event/loot placements/numbers of guards ect...
