Oooh, really? Because I have accidentally done that when I forgot I was on a build without transporter and it just sort of flopped away over the edge instead of arcing up from where I tossed it. I was really embarrassed about the whole thing since I didn't even know that could happen.
Thank you. I usually catch them and shoot them in the face long before they make it that far away.
Probably it ended up being too small of an outline for me to see from there, so now I know where to look!
I've seen them carry them off behind the pool, under the deck. They move faster with that ton of crap than the player, too. Wankers.
I've never seen it myself but it's possible
as people said: probably in white xmas and cook off (I haven't known it 'till now)
I play alot of Big Oil as its my favourite heist, far beyond any other, and I have yet to see them carry them off the map, they just take them to the extreme edge where they are still collectible.
BUT the way there can, indeed, be outside of the area players can reach. One example were both is obvious is Hotline Miami Day 2. None of the bags are needed to finish the heist - but if you put a bag on the Monitors in the west room, a cop ON THE ROOF may take said bag (due the fact that cops only need to be in range of bags, no line-of-sight needed and that range is pretty large), move towards one of the skylights (usually that one near the stairs), rope down and place the bag on the point they're supposed to store them.

SHADOW EDIT:
Any level that requires even a single bag, the cops are unable to make them despawn, and the player is usually not able to throw them out of bounds. (Levels that allow you to do so will make them respawn, like Shadow Raid and Watchdogs day 2).
Levels that have an infinite amount of bags are the only levels that cops can make bags despawn, currently only Cookoff and White Xmas.
Some of the cop pathing will cause the bag to move out of bounds, for a short time, usually to move around an object (i.e. swat van).
Killing an out of bounds cop carrying a bag, will make it impossible for the players to bring it back into bounds, and will have to wait for another cop to pick it up.
EDIT 2:
On the Dockyard Bomb Heist, throwing a bag into the water will cause it to spawn in one of a few locations.
If a bag is on the water gate (I didn't know what to call it), falling into the water will cause it to spawn near the fenced area that players would be heading to, next.
The Red and blue boat on the right side of the map, can have a bag land on the edge, which is a slim portion inside the bag's invisible wall. Money, coke, and meth bags are the only ones that can get the distance to land on that spot.
