I've seen it once in the basement, and once upstairs (above the front door area).

Whether or not it can be anywhere else, I don't know. But if you can't find it there, there's another half of the house that only has one staircase going into it, over by the water. That's been causing a lot of people problems.

Any place that has an open closet is a potential spot for the panic room to spawn at, just search the entire house and look for those spots and also in the basement.

3 places. Upstairs from main entrance in one of the rooms; the rear of the first floor to the right as you go down that hallway, and again upstairs but this time from the rear staircase and down the hallway to your left.

It can be in one of four places. Imagine you're standing in the front door, looking at the main stairwell. The four locations are:

1. Up the stairs, then the first room on the right, in the closet.
2. Up the stairs, last room on the lest, closet.
3. Go left into the pool room, down a flight of stairs, past the bathroom and into the bar area. There's a closet by the porch door.
4. Past #3, go up the stairs, then left in the bedroom before the dead end hallway, in the closet.

Typically a secured room which a VIP goes to in response to a personal threat, such as 4 vengeful thieves wanting to kill the VIP, or an environmental one, like a radiation leak. I've never seen a real one, but the popular belief is it's basically a reinforced vault with some personal comforts/supplies inside for the occupant to use to keep busy/alive until an all-clear signal is received/help arrives. Once the VIP is inside and the door is closed, the panic room usually can only be unlocked from inside when the VIP feels safe enough to leave.

Panic Room is also the name of a heist in PD:TH.
