No they won't, they explicitly said that the Jacket character pack will not be made available as a separate purchase.

Overkill decided they wanted more money so instead of making it a seperate character pack like they did with the others, you have to buy the whole deluxe edition of Hotline Miami 2.

Actually, thats more likely devolvers part of the deal, they get extra sales from the payday community. The whole hypetrain was a win win for both companies.
