Payday 2 is a glorified KOTH AI-Wave.
It doesn't feel like a heist game at all. Case in point? The ridiculous melee weapons.
I'd recommend Payday 1 as a proper heist game.
GTA V also had the lead ups to the heists and more interesting scenarios . Everyone is doing their individual jobs they signed up for. You don't hit F on a drill.
Unless you take Pen & Paper RPGs into consideration then the answer is no or not yet.

It's a shame because it looked REALLY promising, but in the end, what had happened was they focused so much on the game's technology and ability to hack/sabotoge and the extreme complexity of guard behavior, but the "Base" of the game was just not there. Like you could just shoot guards in the head, cut all the wires in the alarm box after busting the security room door down, and just grab the loot and leave.
They said the project wasn't completely canned, they MIGHT decide to go back to it and start over from scratch once they finish prison architect, but I think it is very unlikely. Again, it's a real shame because from what we've seen, it seemed like the perfect heist game.
Also with police negoiations, in SWAT 2 as the terrorist side you can try to do stuff like get money or an escape vehicle by releasing hostages, and the cops would only go lethal if you were using firearms and shooting first.
I've read about Subversion. It was a radical idea. Sadly, it was still an idea.
also the swat games were probably pretty close as well. Never played em though.
That's one of the major problems with DW, yes. But you don't have to play DW.
Introversion is a hella good developer, I'd be very interested in how a heist game made by them would turn out. I hope they go back to it some day.
