Yep. I did it that way and have heard it's easier than a team. The bots distract the cops and soak up the bullets.

IMHO, solo w/ 2 bots is way better than a team of level 0.

Bunch of cop? Use bots as meatshield.
Dozer? Let the bots shoot the faceplate off and spray with smg.
Taser / Cloaker? Let the bots get taser'ed / kicked and kill off the taser / cloaker.
Shield? Flank the shield or let the bots flank the shield.

Also, stay in a corner near the powerbox and let the bots do the shooting.
