so i'm supposed to get the money from the safe in the office... except when i opened it there wasn't any money, just cocaine, so the objective isn't updating

is there a second safe somewhere or what

Sometimes two safes spawn. One has coke and one has cash.

There are often 2 safes, and 3 places that they can spawn. There's the manager's office, another upstairs office on the other side of the kitchen, and a basement that has a door in the same room as the door to the manager's office. The only 2 constants are that the manager's office is always there, and there's always 1 safe with money. Besides that, you can get any combination of the 3 spawn areas, up to 2 safes, and placement of money vs coke safes.

Yes, drill that door and there will be a second safe up there.
