Although I admit I would like the noise range to be a bit wider, you may as well be on top of a Cloaker to hear it during a gunfight.
And tbh, Cloaker sounds hurt my ears
They do make a sound, not always but there's a light hissing sound that can be sometimes heard when you're close to them.
In general, you can't really compare the Cloakers. In Payday 1 they weren't actually all that threatening. They could down you instantly and that was the biggest danger but then again, they always spawned in the same places, usually always at around the same time and just stand around. They don't go under Cars, they don't jump atop you from a Vent or jumpkick you out of a sewer.
And just watch that, the Payday 2 Cloaker would just jump kick and hit you regardless of the distance:

That being said, the Cloakers in Payday 2 are still rather easy to kill, since you just learn where they spawn, where they wait and the green glow from their visor is a lot stronger.
You just have to also listen to Manholes open up and Vents opening.
Getting downed by a Cloaker is actually a good thing in certain sitiuations. It doesn't count toward the 3 Downs counter and being revived can give you actually health back if you were low enough. That tactic even worked back in Payday 1 and still works perfectly fine.

I think that enemies like cloakers should be in this game. When I imagine playing without them, you could just lose your patience and no brainly kill everything without blink of an eye... with them, you need to move around carefully, watch your back, watch corners, cars, doors. Doing 360 rotate thing to quickly see what/who is around you. It is just cherry on top of the cake for me.
And It is pretty easy to oneshot them with my Judge gun.
I think that's counterbalanced though. They're much more aggressive in this game. And quicker.
If you see a cloaker in this and they see you they'll more often than not sprint at you from wherever they are. And their jump kick is insanely fast even when unprovoked. In the old game it was just a matter of them running and kicking (which, I'll add, still allowed you to mark them afterwards).
I did not say I want to remove them. I said I want them to be louder than just hard hearable spooks.
