As a quick disclaimer, I don't and have never used mods of any kind.
They're always the exact same people too. If you call them out for cheating, they just reply with "?". Or they say that they're mods, not cheats. That one's absolutely hilarious. Makes me wonder how dumb these people actually are.
Have you ever tried doing challenges? Such as playing without AI Team?
Because well, doing no AI challenges has made me better, since I can perfectly rely on myself, and even "recover" The team if spawnpoint RNG decides to spam dozers (or... At least do not go down... Without putting a proper fight!)
Or maybe just using different tracks on heists? Because you know, something as simple as changing music track (for example, swapping razormind for PDTH soundtrack, or using modded music tracks) is nice if you're getting bored of same tracks playing on same heists
Another thing you can do... Is just play on lower difficulties! Nothing is more fun than going on Death Wish after spending majority of your time playing on Death Sentence. really calming and refreshing for me... Or just play on normal to take away some of your frustration from struggling on lower difficulties on these blue SWAT units!
And, last one... Experimenting with builds! While I mostly prefer running copycat with biker card and 2 shot ICTV, there are definitely some combos I run every once in a while, such as:
Pistol + GL on CopyBurglar - not really that unique, but can be quite fun to run, especially after you realize that GL40 can reach up to 27 concealment. Mainly to make fun of old meta (which is actually quite effective), same applies to the light crossbow + GL combo on CopyBurglar too.
CopyCrewChief 2 shot CTV/Health - found out about this one while messing with breakpoints, and, despite the fact that I can't do any drama abuse, being able to survive an additional shot to health while being under frenzy health percentage is always nice to have.
CopyGrinder dodge - plays similar to Ex-president, where all the dodge is not really important since you'll be relying on armor gating and cover much more. However, that small dodge percentage can save you every once in a while, and thanks to 2 secs of godmode... You can go through short open sections without any issues.
RNG manipulation should be considered a cheat, but I'm pretty sure that the OP isn't talking about, just using a different looking HUD(that doesn't provide additional info), a different song, an extra loadout slot or something.
I don't like it either, especially when people make comments acting like they don't do it themselves either in the game or on steam, and then presume to act and hide behind a facade that they know everything about the game or that everything that they say is liquid gold.
I use the RNG since I don't like the variation of the classic maps like the FWB where the entrance to the vault is on the right side and not the left side like in PDTH (almost all the classic maps I have changed without many changes like the randomization of the objective spawns, for example the taxman from undercover) I also use it to have the escape from the boat in scarface mansion or the exclusive variants of some maps like brooklyn 10-10 where the van appears without having to eat the police cars, although I don't have 100% of the maps modified with the RNG
Even so, I don't consider the huds to be cheats since 98% of the moddig on PC of some game will always have a hud mod, I was only referring to the generic cheaters such as the dlc unlocker, silent assassin and meth helper, ultimate trainers or menus cheat and a long ETC
I think when it comes to RNG manipulation, it can be used in an unfair manner to where you can do the easiest version of a heist, and practice that specific version of a heist, over and over again, in a way that would otherwise be impossible, for the sake of greatly reducing the time it takes with full RNG odds along with the vastly easier learning curve. It's an advantage, and kind of an unfair one, in comparison to normal play because one could become almost way too good at a single heist this way, but in a way that isn't legitimate.
