i can't really help you much if you're going for what's good because i have zero clue on what IS good in this game but thats my general beginners advice. get the legacy collection and build off from there. i have zero clue what to prioritize next after that
Yah i went and took a look at that while waiting for the game to download, with what i already have it be about only 30$ and has a lot of what i remember from the game pass version. Might give in and grab it here, maybe as a treat since i'm getting my wisdom teeth removed in a lil over a week.
This pack has the very basics for most guns that you would want.
It includes the gage dlcs which have a lot ranging from weapons, to ammo types for shotguns and such.
As a lil bonus it has a few other dlcs that also have pretty decent content (like the AK17 from the Gage Russian Pack which is one of the best high damage assault rifles in the game)
For heists, its about preference, aside from wolf pack which brings back TWO heists from PDTH https://store.steampowered.com/app/441600/PAYDAY_2_Wolf_Pack/

The rest really would be preference / extra content, but I think the gage vs bikers bundle is the very basics if you're not going for legacy like already mentionned
Edit: Gage vs Bikers has better value than picking just the gage dlcs themselves + you get the biker heist and biker character pack (the perk deck itself isnt the best but pretty fun to play, but for better value we always take a bonus i guess :p)
There is one other DLC that's good for mods in addition to the GvB bundle, which is the Butcher's AK/CAR Mod pack. However, the mods themselves are locked behind achievements, and some of them are fairly difficult, but if you complete them, it makes any weapon from the AK/CAR family very versatile.
