Payday 2 GOTY Edition
If you give a quick look at the Store Page:

The GOTY version of the game lacks 8 DLCs:
-Overkill Pack 2.24€
-Dragan & Bomb Heists 2.24 / 3.14€
-BBQ Pack 2.24€
-AK/CAR mod Pack 2.24€
-Western Pack 2.24€
-B Sides Soundtrack 0.99€
-Alesso Heist 3.14€

That's 19€ more you have to pay to get the entire game, for now.
So 40€ if you bought the GOTY.
Obviously, the Alesso Heist is very recent. It's okay that it's not in the pack's content.
Although, The Bomb Heists, Dragan Pack ? They came out in Jan 22.
Diamond Heist, Clover Pack were released in Dec 16. And they're in the pack.
The AK/CAR Pack was released in Feb 26, OVKL Pack in Mar 6, BBQ Pack in Mar 26.
(Probably too late for those as well)
We even had GOTY content updates this year, to add the Diamond and Clover into it.

A lot of what's in the GOTY Edition is free anyway. (9 DLCs)
On sale, the entire DLC price is 38.13€.
So you'd still have to spend half of it (19€) to get all DLCs ?
I'm not asking people to argue over this, I'm just looking for explanations.
A GOTY edition of a game obviously regroups all its DLC to date.
Yes, it's very cheap with the 55% cut. I'm not complaining about that.
Although the GOTY scheme is misleading.

Stats: the GOTY has 14/(31-9)*100=64% of the game's paid DLC in it.
Although since the value of leftover content is 19€, it's 50% of the total DLC value to date.
and also: 9/(31-8)*100=39% of free content in it.
For now, the GOTY edition has (31-8)/31*100=74% of the game's total DLC.

To be fair, 'GOTY' does say 'of the year', and by that it meant 2014. Clover/Diamond was added to that bundle due to it being released alongside the GOTY pack, but was in the same year.

GOTY is "Game Of The Year," not "Years"
Precisely. Although, games out there have stopped releasing DLC before they named their next releases "GOTY". Fallout / HALO / Witcher / and so on..
It's misleading to sell a game with 40% of its content being free. They could be edited out or shouldn't appear on the market in the first place.
People should know they won't get a full edition without paying 40€, twice the GOTY price.

People should know, and they do. Just read the items that are listed in the pack.

GOTY is not misleading as it means nothing.
Want some examples?
Deus Ex has a GOTY Edition. It's content? The basegame with the official patches already applied.
Left 4 Dead has a GOTY Edition. It's content? The first free content update being on-disc (or, in case of console, the only free content update being on disc) and it was released when said update was released, which was about half a year after the game came out and it got two more Content Updates after (free on PC, paid on console)

So, GOTY means nothing, actually and hence can't be misleading.

To be fair, Overkill should of just named it also the Crimewave Edition since it pretty much has all the DLC The XBox 1 and PS4 has.

Not sure what there is to discuss. The pack is pretty clear about its contents and you get pretty much all the DLC that was released since the game came out all the wait to a full year since then (Heck, you even get content that was released after a year had passed like Clover and the Diamond Heist).

If people don't understand what a GOTY pack is, let them be.

Otherwise they'd call it the EAOE Edition, and that's just silly.

Crimewave does contain the Bomb, GOTY contains the Soundtrack and Christmas Album. ( the music component only - I think both versions got the masks, tho)
