These are two different years
GOTY is "Game Of The Year," not "Years"
It's misleading to sell a game with 40% of its content being free. They could be edited out or shouldn't appear on the market in the first place.
People should know they won't get a full edition without paying 40€, twice the GOTY price.

Deus Ex has a GOTY Edition. It's content? The basegame with the official patches already applied.
Left 4 Dead has a GOTY Edition. It's content? The first free content update being on-disc (or, in case of console, the only free content update being on disc) and it was released when said update was released, which was about half a year after the game came out and it got two more Content Updates after (free on PC, paid on console)
So, GOTY means nothing, actually and hence can't be misleading.
If people don't understand what a GOTY pack is, let them be.
Otherwise they'd call it the EAOE Edition, and that's just silly.
