Everything starbreeze has said that stream and in the steam store page seem to imply it is totally up to the discretion of H3H3 on how that money is spent. Nothing was mentioned in the steam page marketing that implied the dlc directly funded their FUPA fund. If H3H3 said something on the other hand, I would have absolutely no clue about it as I don't follow them.
I honestly thought this point was addressed already in an earlier thread so I'll look for that.

Found the post I made with a link to almir quite literally saying it's a gift and Ethan quite literally saying people can buy the dlc to support them. I didn't rewatch the entire clip but I believe when they mentioned the cuts they said absolutely nothing about the fund.
“Our money”? How so?
But if we use our money to buy DLC then it’s no longer ours is it?
Deals are made, in this case I'm betting they did the voice ♥♥♥♥ for free, and requested a cut of the DLC as payment. What people need to realize is, any guest character added to a game, those people are paid before they even get into the studio to record. This is all subject to contractual set ups. Money is also paid to the IP holder for the character the actor voices where applicable.
I don't get why people are confused about this. H3 decided to take royalties from the amount of DLC purchases. It's not uncommon for this to be done this way.
The devs of the game wanted to support them, so they did. End of story. Where the money went, in Ethan and Hila's pockets to be spent how they pleased. I don't understand why people care. You bought the DLC? Great, you have two characters to use. NOW MOVE ALONG and stop asking dumb questions.
Some people don't understand immediately, your explanation helps.
except for the dumb questions part, that is natural human behavior.
Even I didn't what ya'll were talking about.
