And the parts I mentioned are really outdated.

I thought that this will help give you an idea of what I have and am running on now, that way you can give advice on what would be the best up-grades or if a whole new setup is needed.
To answer your question, the absolute best is not the greatest question. Technically, the absolute best computer would be one that costs thousands of dollars. We need to know your budget so we can let you know what you can and should replace
From just the information at hand, your CPU should be fine, but you definitely need more RAM. Your graphics card isn't great and I'd say that's probably your issue.
Also, open up your case and make absolute sure there's no dust, and check the cable management. If the cables are in the way then your problem could be heat buildup
as for the memory I was aso going to get two set's of 8 Gb but again been waiting on some funds.
Upgrade your ram to at least 8gb and if you can get a ssd more than enough.
Edit: Just noticed you meant 200 pounds, not dollars. If that includes the money for the 8gb of ram you should have around 160 pounds left or so, and you can buy a GTX 960 with that. A better option would be to save more and buy a GTX 970, which is one of the most, if not THE most cost efficient graphics cards on the market. It's a very good graphics card that'll serve you a long time so I'd recommend saving up for it
Baked Potato after a round of Payday 2 doesn't sound bad at all
but remember windows uses about 2gb ram, so you only actually have 2gb for payday 2
With my "Old" Pc it run great over 60Fps on Ultra-Settings.
It was a Dual core 3,2Ghz with a geforce gtx 465 and 4GB ram sticks.
But its very old.

Also I did not upgrade from a GT 630 I upgrade to it, the computer came with a lower spec graphics card and with the money I had I thought the 630 would be fine, how wrong I was.
Yeah, the 630 was a poor choice, but you'll have a better one soon. Is Amazon Prime available in the UK? If so, do you have it? If it's not available/you don't have it I'd recommend buying it off Newegg instead.

I find newegg more reliable when it comes to computer components. Check both for shipping and handling costs though. I'd suggest this one over the one you chose on Amazon. It's cheaper, but Newegg shipping cost versus Amazon's might make them about even
