that's subjective. SMG's are largely considered 'bad' by the inexperienced. The better SMG's would be: the patchett, uzi, para (with mod DLC), Tec-9 (blaster), Vector, Jacket's Piece, and finally well the MP5 is decent when modded right.

Jacket's Piece has a ton of raw damage and speed, Patchett can be used med-long range at decent damage, and I personally feel that the Chicago Typewriter can definitely be a powerful weapon, and on single-fire can land 50 headshots at medium ranges with ease. That said, it is subjective. Pick up the ones you can and try them out for a few heists. Unlock any weapon mods if you need to before making a decision.

Currently the Vertex is my favourite. Been using it as a pseudo-primary on my Enforcer build (Since my actual primary slot is taken up by a saw) - holds it's own, even on DW. Pretty decent ammo, especially with Fully loaded, great ROF, great damage, great stability. Only thing that lets it down is it's accuracy, but for the most part it's decent.

COBRA (Scorpion) is best in my opinion.

It really depends on the build and use.

• In a silent killer build, the MP5 is amazing, as it can support itself with ammo, even on DW. This lets you take a Saw or specific gun for special enemies.
  
• Para is a good SMG if you want to use it as your primary gun, basically a baby Car-4.
  
• The Uzi is an all-around good choice, particularly in 25 concealment builds with LBV.
  
• For a dozer/special killer, Jacket's Piece, Vertex and the Blaster are the best.
  
• To complement a primary shotgun, the CMP is a great choice, which gives you a bit of range and high fire rate for when your shotgun just wont do.

DLC owned and personal preference as also major factors.

Tec-9/Uzi/Mp5/Para

Compact-5 has a good ammo pool and can reach decent damages and accuracy.
Same for the Chicago Typewritter, but it might be less accurate than the Compact.
Para Rifle can be turned into "secondary rifle".
If you own HM2 Deluxe, you can enjoy the Jacket's Piece : High Fire rate, decent accuracy and good damage.

Parchett has best overall stats.
42 damagae, nice pickup, 18 accuracy, and good stability.

But the Mac-10 is amazingly OP.
Only bad thing is the ammo cap is meh.

My top 2 are the P90 and the Patchett

Even with 6 accuracy, the vertex feels more like 14-16. 42 damage with auto mod. BEASTLY.

Otherwise I'd probably say the Patchett.
