Speculation: Jacket in payday 2 is not the main character from Hotline Miami
Firstly, I want to say that jacket's bizarre introduction is really just the result of poor storytelling on Overkill's part, at least from my point of view. Similarly to the introduction of pretty much every new player character past the 4, excepting hoxton & clover.
So, this is more of a speculation that I feel makes things fit together better, and feels less sloppy to my mind.
The Jacket in payday 2 is not the same jacket as from the hotline miami games, for reasons that people who have played those games are aware of.
But what happened in Hotline Miami 2 is that we got a dose of the madness that stemmed off from the original Jacket's spree of ultraviolence, featuring multiple people who could be interpreted as copycat killers.
The Jacket in payday 2 is just that- a copycat killer, who's adopted the persona of the original jacket and remoulded it, even donning the personality of the richard mask in his own warped way (this is why Richard Returns is a very different looking mask to the original Richard mask). Noticing the payday gang's often bloody methods of achieving their goals, as well as their run ins with the russian mob, new Jacket aligns himself with them after a lengthy spree of his own in Miami, which may or may not have ended with confrontations with the local constabulary, thus cementing his reputation in the criminal underworld at this point in time.

Hey, I say he did an alright job of working it into the canon. Yes, it isn't canon, but if it was, I'd like this to be the story.

No, the canon doesn't give a ♥♥♥♥ that he was from 1989 and that he died in a nuclear explosion some years later. Overkill just added him as a crossover character, in a promotion with Dennaton Games and Hotline Miami. That's it.

Thanks for reminding. Edit it in your quote as well.

Now to the topic at hand: Who cares? There doesn't always have to be a perfectly written in explanation for anything, especially cross overs. They added him, said he's the Payday gang's new sociopath/messenger and that's it. inb4 #hurrdurr

BACK IN MY DAY WE CALLED IT FANON. NOT HEADCANON.

Also of course this jacket isn't the same one. In HM Jacket had a cause. In payday this idiot has nothing but a history of killing. Same with John Wick. In the movie he had a motive and drive. He wasn't doing it for greed. It was a revenge flick. Now he's stealing money for the sake of more money.

Next crossover will be the deadpool pack because overkill is as good at designing consistent engaging worlds as a 7 year old.

Wait, no, switch that. The next character in payday 2 is Poochy.

It clearly states non-canon.
The Jacket in Payday 2 doesn't match the Jacket from HM/HM2. Nor, does it have to. It is a cross-promotion. The illegitimate child of two very different games, but like many things with dark pasts, turned out okay.
Just use a Microsoft Sam Jacket mod, and you'll be fine.

Well considering the amount of effort that went into shoehorning a character into an unrelated series for the sake of expanding the markets of the two games, I'm sure that a bit of fan speculation to try and pick up what overkill so horribly dropped isn't a bad thing. It's good that people don't lovingly chew up whatever ♥♥♥♥ overkill shovels into their games. It may be their game but that doesn't mean they're above ruining it.

Yeah he's not canon as some people have stated above.

Now if he was canon, he would ware gloves to protect his DNA, and he would also be really old, considering the events of his murders took place in 89, I would suspect he'd be 51-53 years old making him the oldest crew member, but since it's not canon, why should I care.
Same goes for Wick BTW, you think a pro would join an infamous crew without waring a mask? Just, glasses? I don't think so.
